Geolocation stopped working on my iPad
Geolocation stopped working. All settings are enabled, Wi-Fi is stable, but geolocation does not work.

I'd make an educated guess that you have a WiFi Only model iPad - and not a WiFi+Cellular model...
Only WiFi+Cellular models of iPad have GNSS/GPS capabilities - this being a function of the iPad Cellular chipset. WiFi Only models of iPad have no GPS capabilities with which iPad Location Services can derive location. This fundamental difference may significantly impact your ability to use mapping or other Apps that require accurate/precise location data - in particular if real-time positioning (e.g., a moving map) is required.
WiFi Only iPad models can only “infer” their location from a database lookup of neighbouring WiFi networks for which the geographic location is known, or the geographic location of your public IP address. For static applications in urban locations, where the location of IP public IP addresses and WiFi networks are known, an “inferred” location can be relatively accurate. However, in rural locations, or when using a Cellular/Satellite/VPN connection, location accuracy of an inferred location [if it works at all] may be very inaccurate.

Are you using a VPN or other "security" App (e.g. Norton). If yes, disable and/or entirely remove it from your device - as VPN or Apps that utilise a proxy may interfere with your IP-address and associated inferred location data.
You may find that removing any existing VPN profiles/Apps and/or AdGuard - and then re-starting the iPad will clear the problem. If expected geolocation is restored, you might then consider reinstalling the components previously removed.
when it does not have gps on it's own then it attempt to see if the wifi router it's connected to have a location if it do not then It will attempt to get a location from the router the router is connected to and so forth.
Yes, you are right. iPad wi-fi only. But yesterday geolocation worked both from a stationary access point and from a mobile one. Now it does not work at all. Even in those places where there were no problems before.
I use VPN very rarely, there were no problems. AdGuard ad blocker is installed. Previously, with the same mode of using the iPad, there were no problems. I will try to delete new VPN applications now, but I doubt that they interfere with the work of geolocation if they are simply installed but not used.
