The icon size is too large, and I’m unable to reduce it in Settings. The option to change icon size doesn’t seem to work.

There's nothing wrong with your app icons. You're looking at Widgets. You can't make widgets smaller. You can eliminate them if you don't want them on your home screen. See how to use widgets here --> How to add and edit widgets on your iPhone - Apple Support

Double tap your screen with three fingers held together and see if that does it.

Exactly what icons do you thing are "too large"?
If you're referring to the calendar and clock, those are not icons, they are widgets.
I tried using Zoom, but that didn’t help either
