While some people are successful at resolving the "Ownership" issue by reinstalling macOS.

However, if that does not work, then you will need to try a DFU Firmware Revive which resets the security enclave chip & system firmware.

And if the "Revive" doesn't solve the problem, then a DFU Firmware Restore will be required which does the some of what the "Revive" does plus it resets the internal SSD & pushes a clean copy of macOS onto the internal SSD.

Unfortunately the "Revive" & "Restore" requires access to another working Mac currently running macOS 15.x Sequoia.

Start Over from Scratch

For Apple Silicon computer >> Use Disk Utility to erase a Mac with Apple silicon.

For Apple Intel computers >>   Use Disk Utility to erase an Intel-based Mac followed by How to reinstall macOS

Always make a Time Machine Backup  before  proceeding

If going this route - I suggest Not using Startup Assist to migrate everything back.

The " Owner Account of this computer "  has that privilege to add, remove, upgrade or downgrade accounts.

This would include adding more Admin Accounts and / or downgrading an ADDED Admin account

Set up users, guests, and groups on Mac

Normally the " Owner Account  " is the very first Account used when the Computer was Very First Setup as New and out of the box.

Actually, spent hours yesterday to delete and set up drive, container and volume. Maybe made some mistake their. But I am owner, why cannot download the system?
