That screen usually gives you a partial email address to confirm you are using the correct Apple Account to unlock. If you do not recognize that partial address, then it was locked by someone else and will remain that way without the credentials unless you have the original purchase receipt from Apple or Authorized Apple Seller.

Was that iPhone XR possibly purchased used, and from a private sale?
If so, I’d wonder whether that iPhone XR was somehow altered to bypass Activation Lock, and the presence of the lock has now been re-exposed.
Without the Apple Account and password holding the lock, that iPhone won’t be useful.
yes, it was bought from another person, but it was absolutely clean, they just introduced this icloud for authorization, after a long time I wanted to reset it to factory settings and sell it, as a result it turned out. I forgot the password and restored it, entered it, but it showed what's in the photo that I attached in the post. I can log in to iCloud with this account in the browser, I deleted the device from the locator, but it's still like this
