I’m on iPadOS 17 but software update don’t allow me to update to the latest iPadOS 17.7.8. I’m still stuck at 17.7.2, and the only option is to update to 18.5 (pre-downloaded)
That is correct. When you update, the only choice is the latest version for your device, which is currently 18.5. Apple drops support for versions older than the most current your device is eligible for when there is a new update.

There is no iOS 17.7.7 or 17.7.8.
The last iOS version for iPhones was iOS 17.7.2.
17.7.3 through the current 17.7.8 were and are only available for iPads: iPad Pro 12.9-inch 2nd generation, iPad Pro 10.5-inch, and iPad 6th generation
You can only update your iPhone to iOS 18.5 at this point.
iOS 17.7.7 stopped being signed due to an issue with app logins.
