Here’s the reason, excerpted from my user tip→VPN: What you need to know - Apple Community
When you install VPN it configures itself to the specific hardware, OS version and network that the device uses. If any of those change it can break the VPN. So any time you change any of these you may need to delete the VPN app and profile, restart your iPhone, iPad or Mac (or PC) then add them back (if you still want to use VPN) so it can configure itself to the new environment.

It wouldn’t surprise me to learn major VPN providers are blocked.
You might regain access with either your own Algo server and your own VPN connection, or maybe via Tor.
There really probably better spots to ask about his too, as some suggestions here (and quite possibly including mine) could cause you issues.
Then contact the VPN provider. That is not an Apple product or service.
What did the vpn provider say when you reported the problem to them?
The real question is why are you using VPN apps on iPhone. They can cause connectivity issues and worse, expose your personal information. VPN’s are only needed if offered by your school or employer, in which that would be a private connection. Otherwise there is no need for it.
If you are in a country that is actively blocking access to those things, you should know that by using a VPN to bypass those blocks exposes you to harsh legal action. Governments are not stupid. They know who the VPN providers are and monitor them.
If you are using a VPN to access services that the service provider blocks devices in your region or country from accessing, it's only a matter of time until the service provider blocks the vpn host you're using.

Again, the VPN may well be entirely blocked, such as by a national firewall.
For those VPNs that do work, acquiring the VPN users’ metadata from the VPN provider is also certainly possible.
