PASSCODE EXPIRED Your Iphone unlock passcode has expired. CHANGE PASSCODE

I am getting this pop up on my personal iphone and it can't be bypassed or closed out. The only option is to CHANGE PASSCODE. I had this happen a few months ago and had to go through **** trying to get into my appleid because I couldn't remember the password. I was finally able to access it and I changed my appleid password and updated the 4 digit pin to get into my phone. I even made it a 6 digit pin to make it harder. Now it's happening again. I tried to go into apple on the web and update my password again but it's telling me I can only do it on my phone. But when i log into my phone, I get the popup and can't get past it. I saw in previous threads that people were saying it had something to do with their corporate accounts people on their personal phones, but the only thing from my job I have on my phone is TEAMS. Would that cause this issue? I took the SIM card out last night, and I'm still getting the popup so it's doesn't have anything to do with the SIM. I am running the most up to date software. I am due for an upgrade, should I just go get a new phone? Or is this tied to something in the software and it will just continue to happen on a new phone too?
