These are little bits of code that update the Dock icon for an app while said app isn't running. The canonical example is the Calendar app. When you put the app icon in the dock, it always shows the current date.
Dock Tile Plugins are pretty rare. They aren't allowed in the Mac App Store. They are a very old interface, tricky to develop, and poorly supported. All that being said, any extensions that are included in any app will be automatically added the first time you run the app. That's what those notifications are there for. If you decide you don't want them, you can disable them in System Settings > Login Items & Extensions.
