App won't access Bluetooth on my iPhone 13 even after allowing permission

2 iphones both 13 - app says please allow to use bluetooth 1 clicks ok goes to settings and clicks bluetooth and bingo it works. Other says allow, click OK and nothing...

Tried going to BT setting and enable but app not listed. Went to app in settings and bluetooth not an option.

Found it on another forum question here:

I've found the solution for my case:

Settings / Screen time / Content & privacy restrictions / Bluetooth / Allow changes

Which app is this? Are you trying to grant an app Bluetooth permissions? If so, go to Settings > Privacy and Security > Bluetooth > Toggle on that app.
