Photos won't do this for you. The easiest way to do it is with a Page layout application like Pages or even Word. There are also dedicated apps for collages on the App Store.

if you want to have more than one page and want to be able to show the album as a slideshow, try Keynote. It comes also for free on a Mac. It makes it easy to add sound effects and add animated transitions.
Pages on the other hand would have the advantage that you can save the finished document in the pub format, so you can view the resulting document in the Books.app.
I second Yer_Man's recommendation of Pages. I created this 20" x 30" collage with Pages:
Created a custom print layout of 30"w x 20"h and added photos.
I think I did this with GraphicConverter ($40)
an app that's good for lots more than making collages. It seemed pretty versatile, but it's not something I've done much.
