I can’t use my iPhone 7+ much any more as it will not update past 15.8.2. Suddenly the things in and around my house that I control with my phone can no longer be controlled.

When Apple released the iPhone 7 Plus in September 2016, it ran iOS 10. You can update it to iOS 15 - which means that it received five major version updates, for a total of six different major versions of iOS that it could run over its lifetime.
The iPhone 7 Plus lacks hardware that all iPhones that can run anything higher than iOS 15 have. Complain to Apple if you like, but do not expect iOS 16 or later to ever become available on that phone.

As for app vendors, they could choose to support iOS 15 and your iPhone 7 Plus, but apparently some have declined to do so.
Your iPhone 7+ is was released nearly nine years ago, which is an excellent innings for a piece of hardware. It has kept up well with iOS 15 which was released only four years ago, with the most recent update only in March of this year.
You have had a good return for your investment of this iPhone and, although it is ageing and becoming less compatible with current software as you have observed, is still serviceable for much of what you require.
This is the nature of technology. Unfortunately if you wish to have a more capable phone it is time to get a new one.
