You can't turn off 2FA on your Apple Account. It makes no difference if you have a SIM or not. You can change the Trusted Phone Number on your account to be a different number or even add additional numbers. The same is true for Apple Accounts on iPads or Macs that don't even have a SIM card.

The trusted number should no5 e your own number sine it would defeat the purpose of being able to get two-factor codes on it when you can’t access your iPhone or other Apple devices. The number can be a land line for voice calls or even an Android device that can receive SMS messages.
