Pending charges are blocking me from downloading other apps from the App Store

I canceled my subscription to an app, and the cancellation was confirmed. However, a pending charge from that app is still blocking my ability to download anything from the App Store. Since the transaction didn’t go through, I can’t request a refund or report the issue.

Has anyone dealt with something like this? What should I do next?

A pending charge is a defaulted charge until it's paid. Which is why the account is disabled.
