Screen Time count increases even when I'm not using my iPhone

So recently, my screen time has been adding its own time, messing up the amount of time I get on my phone. Now I don’t really mind having a screen time, but recently it’s been really irritating to deal with. Sometimes I get bored and press the “one more minute” when I wake up randomly, and then leave it at that when it’s over. But when I wake up when my downtime is up, it says I’ve already used like an hour in the app. For example, I was on call late with a friend during my downtime (FaceTime is allowed all day) and I pressed some of the one minute requests mindlessly, not thinking much of it while doing so. Now as I wake up after my downtime, my phone seemed to think I already have used all my time, giving me my five minute request immediately. I would just like to have my accurate screen time without having to disable it and such.

Yes, this makes sense but it isn’t really what’s happening. Like today for example, I only opened my settings app once, and it added and ran for 26 minutes even when it wasn’t open. I even looked at a single TikTok in google, closed the tab, and it added 30 minutes as well. Most of the things added to my screen time are apps I don’t get notifications for, and I turned off the live background thing for it too. Even my clock app ran for 27 minutes, with the tab not even being open or used.
