Open the Photos App. Look for Recently Deleted folder. If the video was deleted within the last 29 days and you didn't empty the Recently Deleted folder, you can restore it. If you did empty the recently deleted folder or it's been longer than 30 days, the video is gone unless you backed it up somewhere else, like to your computer, a backup service or the like.

It will remain in the Recently deleted folder for 30 days. If it has been longer than that or you deleted it from the Recently Deleted folder, then it is gone. When deleting from the Recently Deleted folder, you see a message that continuing with that action will result in the video being permenantly deleted. That is exactly what will happen.

If it's no longer in the recently deleted folder, and it was not synced to the cloud, backed up, or stored elsewhere, it's gone.
