How can I make Wi-Fi calling the default for all calls on iPhone 11?

Why can't Apple make Wi-fi calling the default for all calls like Android does? I have an iPhone 11 and have maybe 2 bars when I stand on my back porch and Verizon seems to think that's enough for an uninterupted call. I turned Wifi Assist off because my Wifi connectivity is excellent but I still have to switch to Airplane mode on every time I come home in order to avoid dropped calls. cant this be fixed?
