I'm afraid, not all In-App purchases can be refunded by Apple, especially consumable items such as coins in a game. In that case you should contact the developer of your app about that, as explained in this article:
If he purchased these through Apple refer to --> Request a refund for apps or content that you bought from Apple - Apple Support
If he purchased these directly with TikTok, do as the other post instructs.
