Why is my Apple Account being deducted without a billing statement?

The amounts in red is a purchase you made, but is not able to be processed because of a problem with your payment method. You will continue to see those same attempts to bill that amount until the charge is able to be processed with adequate funds. As you can see previously in your Transaction History the red amount were continually attempted until finally you see the amount in green which means it was successfully paid.
