How to enable RCS for specific Contacts on my iPhone?

My RCS is on and working for all of my other non-apple contacts but my husband. He has updated his phone, I have updated my phone, and also toggled RCS on and off along with turning off SMS

Please help. This is devastating. It was working until now.
