Billing issue after receiving unpaid Telegram Stars on my Apple ID

I received 1700 Telegram Stars even though no money was deducted from my card. I used around 100 of them before realizing that the payment hadn’t gone through. Now I see a billing issue in my Apple ID and I cannot make new purchases. Please help me solve this or let me know what I should do next.
