The ONLY way you can remove a carrier lock is to ask the carrier the phone is locked to if they are willing to remove the lock. NO ONE other than the carrier can remove it. If you aren't a customer of the carrier or there are fees owed to the carrier, they are under no obligation to unlock the phone. And if there are fees owed, they can legally blacklist the phone so it can never be used on any network again.
