I recently bought my Airpods 4 a few days ago and I’m kind of regretting not getting the one with anc. Is it possible for me to exchange it with the one with anc and just add the remaining money for it?

Any Apple product purchased directly from Apple has a 14 day return policy. If you bought them directly from apple, return them and buy what you want.
If you bought them somewhere else, ask the retailer you got them from what their return policy is.
