DISABLE Command + Command (press twice): Open or close Type to Siri

I disabled Siri and Apple Intelligence but if I press Command + Command I get a popup that says: "Do you want to enable ask Siri?"

I have explicitly disabled Siri and went through all settings and could not find a way to disable this popup.

I have a lot of custom actions for [Command + number] configured, because the Command key is the fastest and easiest in terms of fingering. I accidentally double-click Command a lot and it suggests I enable Siri, which I find frustrating.

Is there a way to disable `Command + Command (press twice)`?

your "custom actions" seems a good place to start.

my default settings certainly has no action with Command Command

Look at SIRI settings and make some changes...(?)
