I bought an iPad 2 tablet from Vinted and it is locked in iCloud and the owner blocked me and I would like an unlocking acceptance from you.

This is a user to user only forum. As users, we cannot unlock the iPad. And Apple WILL NOT unlock the iPad. You've been scammed and made an unfortunate buying decision. The ONLY way Apple would help you is if you were the original buyer and you presented the ORIGINAL PURCHASE RECEIPT from Apple, which clearly shows the iPad serial number on it. As you are NOT the original buyer, Apple will NOT help you.
Try to get your money back. If you can't recycle the iPad as it is totally, utterly useless to you or anyone else.

If that iPad 2nd gen ever gets unlocked, it’s still going to be a problem…
An iPad 2nd gen is from 2014 at the absolute latest and quite possibly from 2011, tops out at iOS 9, and that’s all below minimum iCloud requirements for most everything, and will have ~no opportunity to run any third-party apps, and the built-in apps will be problematic at best.
iPadOS 18 is current, and the upcoming iPadOS 26 arriving later this year.
And that’s all assuming the battery and the rest of the hardware still works.
