Cantonese voice selection does not work in macOS system apps

On my Macs running macOS 15.5, I’ve noticed that when Cantonese (Hong Kong) is selected as the System Voice under Accessibility > Spoken Content, the setting is not respected across all Apple apps.

In Pages, it works correctly. But in SafariMailNotes, and Numbers, macOS switches to a Mandarin voice, even though Cantonese remains selected in settings.

Can anyone confirm if this is expected behavior? Or is there a known issue? I’d like to know if there’s a way to enable full Cantonese TTS functionality across all system apps.
