Why am I limited to only 2 macOS VMs in UTM? Getting “maximum supported VM count exceeded” error

Hi everyone,


I'm using the UTM app on my Mac mini with the new Apple M4 chip, running macOS 15.4.1, to create macOS virtual machines.

I can run up to 2 macOS VMs just fine, but when I try to create or launch a third VM, I get an error like:



“Maximum supported VM count exceeded.”

Is this due to:


  • Apple’s virtualization or licensing limitations on macOS?
  • A technical limit in UTM itself?
  • Or a restriction imposed by macOS or Apple Silicon hardware (in this case, M4)?

Here’s my setup:

  • Mac model: Mac mini (M4 chip)
  • macOS version: 15.4.1
  • UTM version: [Latest Version (23 June 2025)]

Is anyone else experiencing this limit, and is there a way to run more than 2 macOS VMs?
