By far the easiest and simplest method of moving files, documents and photos/videos between a Windows PC and your iPad would be to install iCloud for Windows - although you have other alternatives including third-party cloud solutions such as Microsoft OneDrive or Google Drive.

If using Windows 10/11, you might also consider installing the Apple Devices App from the Windows App Store:

If using a Mac computer, simply connect the iPad to the Mac using a USB cable - and use the Finder App to move files between devices.
