I bought a Mac Mini M4 on February and When I plugged the HDMI monitor in some cases the monitor goes black for some seconds, ussually when I do something that use the GPU but now if I plug the HDMI monitor my Mac Mini boot loop until I unplug the HDMI, I don't have Issues with the thunderbolt USB-C monitor, only with the HDMI port

These new Mac mini's are very picky when it come to HDMI cables.
Test a short high speed HDMI cable between the Mac mini and HDMI monitor.

Then if that doesn't help, have the Mac mini checked out by your local Apple Store or AASP.

What country are you in..?
I used that cable for an example. Go on-line or to your local electronics retailer and look for a short 1m/3.3' high speed 8K HDMI cable that has similar spec's.
I got the same issue recently. It caused kernel panic. Do you have any error after it successfully boots up in usb c monitor? Something like SOCD error (iboot abort sync)?
I was able to reinstall the macos and erase the disk and the problem persists.
I am thinking to give the Mac to the service for a check.
I got it, but I send it, not sure if there's a copy in some place (never do this before)
Need o check if I can find them on my coutry because those ones can't be send here, need to be 8K or something like that? or what are the specs of the cable so I can search for them better
