The blue arrow appearing on my screen is not affected by my caps lock key and is there permanently. I cany tell you how annoying this is. it neeeds to go NOW !!!

Try restarting in Safe Mode.
If it goes away do a regular restart

is it always in the same place? Does it still appear if you boot in safe mode or log into a different user account on your Mac?
Please post a screen shot to clarify what "blue arrow' you are referring to.
Arrow permanently on screen , nothing to do with "caps lock "
