You can update an iPhone 8 Plus to the latest release of iOS 16.

You cannot update that phone to iOS 17 or higher.

You can’t. It no longer receives the latest iOS updates and can’t go past iOS 16.7.11. You’ll need to purchase a newer iPhone that can run newer versions of iOS.
