Turn phone calls off on ipad
I’ve tried “turning off other devices” but it keeps turning itself back on
iPad Pro, iPadOS 18

You will need to disable the feature on your associated iPhone:
Settings > Mobile Service > Calls on Other Devices > [Allow Calls On] - deselect your iPad
And/or:
Settings > Mobile Service > Calls on Other Devices > Allow Calls on Other Devices - set to OFF
