Apple Support has an (archived) article online that may help you regain access to your account.

You may be able to reset the questions:

See what to do: If you forgot the answers to your Apple ID security questions - Apple Support


If needed: If you forgot your Apple Account primary email address or phone number - Apple Support

and / or

If you forgot your Apple Account password - Apple Support


Most of us now seem to be using the newer log-in and verification system:

Once you regain access to your account, you may want to change your access too.

(There are no questions to remember answers to.)

"Two-factor authentication is designed to make sure you’re the only person who can access your account. Find out how it works and how to turn on two-factor authentication."
