My mom started sharing her location with me. I can see her location. I can see her live and she has the green circle around her icon. Text messages also say delivered but when I try to call she is claiming that they aren’t going through and she does not have service. Can this be true?

If it says “Live” for an extended period of time, she definitely has service. However this does not necessarily mean texts and calls are going through. Maybe there’s an issue with her carrier, or she accidentally enabled DND or some other Focus but thinks no service is the issue?
If she had DND on then wouldn’t it tell me that in our text messages
Not necessarily. “Share Focus Status” would have to be on in Settings > Focus > Focus Status:
