Can I reach items at the bottom of my screen using Reachability on iPhone?

Is there any particular reason Reachability only provides access to the top of the screen? In my case I need to “raise” the screen to access something at the very bottom that is being blocked by the action bar. Or is it possible and I’m missing something?

Yes, the particular reason is tnat the bottom of the screen is already within easy reach of your thumb:

...Your issue is not about reachability, so please indicate in which app the 'action bar' (tab bar?) is blocking content and include a screenshot:
