Your question doesn't make much sense.
If you mean you phone service has been shut off, you need to remedy that with your carrier.
WiFi calling and SMS/MMS over WiFi are carrier features.
You can use FaceTime and FaceTime audio as well as any number of apps/services to call and text using WiFi, but those calls and texts will have nothing to do with the phone number you were issued by your cellular carrier.
You can use Wi-Fi calling without an app. However, your iPhone must be working to use it.
There is no such thing as Wi-Fi texting per se.
