I currently, have 2 Apple ID’s and want to combine them into 1. I had one for personal and one for work, and shared everything on a family plan. I no longer need to keep 2 accounts and would like to make them 1. I still have access to both email accounts.

Sorry, it's not possible to merge Apple Accounts.
You can migrate purchases from one to the other, but you cannot merge them entirely. The accounts will remain separate and active even after migrating the purchases.
