For the iPhone 7, which originally ran iOS 10, iOS 15 is the end of the line.

If you need something higher than that, it is time to replace that iPhone 7 with a newer iPhone, preferably a 15- or 16-series model that can run iOS 18 now, will be able to run iOS 26, and will be in line for more updates after that.
