Apple Pay is not an account that holds cash or cash equivalents. Apple does not require SSN to setup or use Apple Pay.

Apple Pay does not require a social security number. Social security numbers are used in the U.S., while Apple Pay is available internationally.

Many credit cards used by Apple Pay in the U.S., likely including Apple Card, do require a social security number as part of their application/credit verification process. The financial institution makes that determination.

Past comparatively negligible amounts, financial activities in the US require providing a social security number, employer identification number, individual taxpayer identification number, or similar identifying details.

In the US, If ANY Pay system ever holds your equivalent-to-cash Money, the US government requires the holder to have your Social Security number on file.

If you receive more than a modest amount of money, the Pay system is required to report that Receipt on form 1099 as possible taxable income to you, tagged with your social security number.

If you earn more than a trivial amount of Interest, the Pay system is required to report that Interest Earned to the Internal Revenue Service as Interest Income tagged with your social security number.
