Why is the checkmark and "i" (info symbol) next to my wifi network name orange instead of blue?
This is actually on my mom's iphone 11 running iOS Version 18.5. My iPhone 12 Pro, running 18.5, has a blue checkmark and blue info symbol.

Correct. This, from the image, is showing blue in your posting, and it’ll be an orange if the Accessibility “classic invert” setting mentioned earlier is enabled. This: Settings > Accessibility > Display & Text Size > Classic Invert
With Classic Invert enabled, that Settings page will look like the following photo of the inverted display, with the 🛜 Wi-Fi icon and the ℹ️ icon both shown as orange:
Somewhat confusingly, a screenshot of an inverted display will show what should be blue as blue, even though the inverted display will show it as orange. The screenshot of the inverted display will not be inverted.

Is the Wi-Fi icon at the top of the same settings page also orange?
Maybe Settings > Accessibility > Display & Text Size > Classic Invert?

Um, no. In the screenshot you have posted, your Wi-Fi icon at the top is quite blue. Not white.
Check the accessibility setting, when next you have access to the problem iPhone, or when you can use FaceTime screen sharing to check remotely.
I'm sorry - I'm no longer with my mom whose phone it is happening on. Here's a screenshot of my phone. The blue checkmark and info icon (either side of network name) on mine are orange on hers. Thank you for helping!

Thank you so much for the explanation! It's too late where she is now to try to check but I will call her tomorrow. I don't think I have Classic Invert enabled, but I could be wrong and definitely worth looking!
