Location Changing on a Site:
A. Turn Off All VPNs:
Are you using a VPN? If so, turn it off.
B. Verify Account's Location:
It almost seems to me that your home country/region is not as it should be. Log In here: https://account.apple.com/account/manage/section/information. Is the Country/Region what it should be? If not, then you'd have to change it. But, beware that if you make the change, all iTunes Store and App Store purchases are to be lost. So, if you are just visiting, then let all as it is.
Same, but different… location settings are correct, yet it always says I’m in Connecticut and I’m in Massachusetts.
