If you can't spend the last of your Apple Account balance to make changes to your account
Some changes to your Apple Account require you to have no remaining Apple Account balance. Spend your balance on items in the App Store or other Apple services. You might also have to wait for any pending refunds to be processed. If your balance is less than the cost of a single item, contact Apple Support.
