You might want to:

✽ See if the App Store is available in your country or region::

Availability of Apple Media Services - Apple Support

and

✽ Check whether or not there is a system outage: Apple - Support - System Status (Green dot = Available)

✽ To sign in:

You need to use your Apple (ID) Account details, generally an email address (in some countries it can be phone number), and your Apple Account password.


✽ If you haven't already:

You can check you are signed in (to your Mac or device) with your correct Apple Account details.

Else: If you do not already have an Apple Account: you can create one:

✽ Seems Apple requires a payment method is listed in an Apple Account,

for the first time we use the App Store or iTunes, even if we only download free items..


You can check which payment methods Apple can accept in your country or region:

How to: Add a payment method to your Apple Account - Apple Support


✽ We don't know which Mac or device you are trying to sign in on, or which OS version is installed.
