There would be no such thing as a BRAND NEW iPhone 11, if that is what you bought. iPhone 11 was discontinued in 2022. If you did buy an iPhone 11, you bought a used iPhone 11, which Snapchat banned before you purchased it. Apple has nothing to do with Snapchat. And Snapchat usually will NOT remove a ban on a device, regardless of who now owns it. You can contact them for help, but don't be surprised if they won't remove the ban.

Count yourself lucky if the worst thing on your phone is a Snapchat ban. Buying used iPhone's is beyond risky unless they are purchased from Apple or an Apple Authorized Seller. If I were you, I'd return the phone to whoever you purchased it from and get your money back. If you can't do that, you'll just have to live with a Snapchat ban on your phone.

If you are asking about the iPhone 11 listed in your tagline, your phone is not "new".

You bought a used phone that was previously banned by SnapChat and that phone will always be banned. SnapChat will not remove the ban on the phone and Apple cannot do this either.

Take that phone back for a refund.

If you bought a "new" phone from Apple, you have 14 days to return the phone for a refund.
