This is not exactly correct. When buying from Apple directly, and choosing a carrier, the only time the iPhone would be locked is if the payment option is through the specific carrier's payment plan as offered by Apple during purchase.
If Apple Card Monthly Installments or iPhone payments / iPhone upgrade plan is chosen, a carrier must be selected but the iPhone will be unlocked regardless of chosen carrier.
Selecting a carrier in and of itself does not in any way lock the phone to that carrier.
Only using their payment plans directly causes the iPhone to be locked to them until their requirements are fulfilled.

For financing an iPhone, if you have Apple Card or choose iPhone Payments or upgrade Program, you will need to choose a carrier and will be required to enter an active line number with the chosen carrier during purchase though.
As mentioned your best bet, is to check with your credit card company whether they offer any financing options after purchase.
