As far as I understand, yes, because the iPhone 11 was discontinued on September 7, 2022, but it may take several more years to receive any updates.
The iPhone 11 was discontinued years ago. That is separate from the matter of iOS updates.
The iPhone 11 originally ran iOS 13, has received five major updates, and will be able to run iOS 26 when Apple releases it this fall. It would be unusual for any iPhone to get seven major updates, so I would NOT count on the iPhone 11 getting iOS 27.
First of all iPhone 11 was discontinued by Apple 3 years ago in 2022. If you are still using beta software at iOS 16, it is way out of date, as the current iOS version is iOS 18.5 now. And iPhone 11 will be eligible to receive iOS 26 when it is released in the fall.
