iPhone 8 Plus creates duplicate Wi-Fi connection with fake Mac address

This has been asked at least twice, no definitive answers given. I have searched, producing more than 5,000 unrelated hits, impossible to scan through them all.

When my iPhone 8 with the current iOS installed connected to my WiFi device, two WiFi connections are created. One is the one I expected, with the installed MAC address, the other is a "mystery" connection with a fake (as indicated by the router) MAC address. This might not seem to be an issue EXCEPT that SoHo routers have a limited number of connections AND this makes it difficult, if not impossible, for me to weed out bogus connections.

I'd like to know why this is happening and if it can be turned off. My GUESS is this is a back-channel for sending usage data to Apple. Since the MAC is random, I cannot block it, which is probably the plan if this is in fact an Apple back-channel.

On your iPhone that is connected to your Wi-Fi network........what happens if you......

Tap Settings > Wi-Fi

Tap on the blue 'i" next to the name of your Wi-Fi network

Scroll down and Tap On Private Wi-Fi Address

Make sure that this setting is Off

Power off your iPhone

Power off your Wi-Fi router

Wait a minute

Power up your Wi-Fi router

Power up the iPhone

Check your connections again

Do you still see the "mystery" connection?

Use a private network address on iPhone - Apple Support

“To help protect your privacy, your iPhone uses a unique private network address, called a media access control (MAC) address, on each Wi-Fi network it joins.

If a network can’t use a private address (for example, to provide parental controls or to identify your iPhone as authorized to join), you can stop using a private address for that network.”
