If you know the password for the account, you can go to Settings ➡️ Apple Account, scroll down to the bottom, and tap on Sign Out. Repeat the process for Settings ➡️ Messages, Settings ➡️ FaceTime and Settings ➡️ Apple Account ➡️ Media & Purchases.
If you don’t know the password, then you won’t be able to sign out from Settings ➡️ Apple Account and Apple will only help if you have proof of purchase from Apple or an Authorized Reseller.

Follow the steps carefully here and make sure you do not have any of those accounts you are deleting currently signed into any of your devices. If you delete an account that is signed in on a device, you will not be able to use the Password for the account to remove it as it is no longer available to authenticate that action.

You wouldn’t even be able to use messages, only calls and likely with limitations. Why do you want to do this? At that point just purchase a traditional phone where all it can do it text and call. The iPhone 16 has much more capability than that. If you really want to, simply erase your iPhone and start anew with no restore or Apple Account sign in.

If you don't know the account that was signed into it in the first place you will have to request Activation Lock Removal. Apple has strict criteria for that.
Apple can completely reset a device if a person can provide sufficient evidence of valid ownership. Check the requirements and steps at: Activation Lock support request - https://al-support.apple.com/#/additional-support Apple says, "Proof of ownership documentation is required," but does not detail what currently constitutes proof other than it “must include the product serial number, IMEI or MEID.” Apple may typically require the original receipt* issued by Apple or an Apple Authorized Reseller. If Apple resets the device this will give you access to the device but won't restore access to the account used to lock it. There is nothing that can be done to expedite an Activation Lock request.

If you cannot get the device unlocked then read this section from the very bottom of Apple Trade In - Apple :
"Does Apple offer recycling?
Yes. Apple Trade In lets you recycle any Apple device (including devices from Apple-owned brands) at any Apple Store and on Apple for free. That includes your batteries and old electronic products as well as free, on-demand packaging recycling for our commercial, education, and institutional customers. When we receive your device, it will be thoroughly inspected to determine if components can be recycled or reused. Whether recycled or reused, all activities relating to the processing of your device will be managed in an environmentally responsible way."
Note that the device cannot have Lost Mode set on it. If your device has been taken over by you having entered a scammers Account then the scammer may have set that too and the device is lost to you.
Theoretically, but without iCloud on your iPhone, you basically forfeit most essential services on your iPhone such as downloading apps, iMessage and many more. But without Apple, no, you cannot fully remove them off your iPhone. Apple owns all software and hardware and grants you a license to use it. If tell us what you are trying to do, we may be able to offer assistance.

My presumption is that they are asking how to delete iCloud/Apple Account off their iPhone and Apple entirely, which doesn’t make much sense. The iPhone has basically no functionality without an Apple Account, and to remove Apple entirely from their own software and hardware? Not possible.
Hello~ I believe that *Zachyy* has explained fully. If you want a “regular” phone you could purchase a flip phone or something along those lines I suppose? What exactly are you trying to accomplish?

Perhaps to reassess the need to even own the better sophisticated iPhone
model you have, to only reduce its functionality to less than a toss-away
generic cellphone without any advanced features?
You may seriously do just that, be rid of that fancy premium grade
iPhone (and/or any newest full featured modern smart-phone) and
run with a barebones one. Maybe a pre-paid one, too? {Or a good
used iPhone with a few years support from Apple, and older iOS?}
Should you choose to go another route and get less featured
portable phone, basic model; that's OK. Before you set that
newer model aside ~where it only would Depreciate in value..
Consider 'resell or give away' options; authorized reseller, or etc.
