An iPhone 8, iPhone 8 Plus, or iPhone X isn't capable of 17 or above; they require an A12 or better CPU. To install 16.7.11, use a computer or the Software Update function in Settings.

iOS 16 is as far as the iPhone X can go.
iOS 17 is no longer available, but even if it was, the iPhone X would not be able to run it.
You need to look for a new phone that is capable of handling iOS 18. The iPhone 15 or iPhone 16 would be recommended, if you want to be assured that updates will be available for the next 7 years or so.
