Hello there can i use First iraqi bank in my app store to purchase?! I tried it but it said your payment method was declined?? What was the problem?! I just tried with my master card too but i just got same result

Seems you would need to check with your bank whether you can make payments to Apple
(Eg: You may need to authorize your bank for international payments first, so that payments go through)
You may want to check which payment methods Apple can accept in your country or region:
