No. You cannot locate a stolen device using the Serial Number or IMEI.

Locate a device in Find My on iPad - Apple Support

Here is Apple’s advice for lost or stolen devices:

If your iPhone, iPad or iPod touch is lost or stolen – Apple Support

Use the Find My app to locate a lost or stolen device – Apple Support

If the Find My iPad feature was enabled prior to it being “misplaced”, then if active, you would stand a good chance of locating it.

However, if the feature was not activated prior to being misplaced - or the iPad has been inactive for more than 24 hours, the last known location will not be available - and the opportunity to use technical means to recover the iPad have been lost.

To locate your iPad, the only possible option will be utilizing the find my network, which has hopefully been active on your device. Using that, you should make sure to have activation lock (lost mode) enabled, so nobody can access your device or data. If the device connects to the internet the next time, it will activate it. Also, you can track your device. Most importantly, if you have not done so already, you should contact your local authorities (police) about the theft that has been committed.

you can access find my via the application on your iPhone or Mac, if you do not have access to one of those devices, you can also access it by logging in at https://www.icloud.com/find

I sincerely hope you will be able to get your device back. Good luck.
